Recently, you have created this page Requests for Comment/Can I comment?, but I have proposed this supression beacause this is not a Request of Commment.
But for respond at your question, if you want to comment on requests, you can see open requests on this page Requests for Comment, or if really want to make one, I advise that you wait a little more before doing this for understanding Miraheze and the community and don't create page who is not complete like this.
Don't forget that Requests for Comment serve as "an easy way to gather community feedback on certain proposals, ideas and issues and to form a community consensus. Requests for Comments can be used for a variety of purposes where the community should be consulted."
