Drafts before opening RfCs

Hi. As suggested by @DeeM28: here I would recommend that you try creating drafts in your userspace and asking for advice/suggestions before opening official RfCs. Especially in the case of the Dormancy Policy, the issue seems to be very controversial and a more collaborative approach rather than a hasty new RfC would be very much indicated. Your other RfCs have also appeared to not have attracted much support so I really think you would benefit from publishing a draft and having users comment and improve it instead of opening many RfCs which eventually don't pick up success.
