Note: This omnibus RfC is, primarily, a global RfC, but one or more proposals has local impacts on Meta

  • Summary/Abstract: This RfC is an omnibus RfC that proposes to make a series of changes to the interwiki administrator role (both global and local) and administration of both the global and local interwiki tables. Listed below are the main proposals, with brief summaries for each. Rationales for each proposal will also be included in the section lede of each proposal. Additionally, any alternate or counter proposals will be clearly noted within the section lede of each proposal.
  1. Proposal 1 proposes to relocate the global interwiki table to Loginwiki and allow global interwiki administrators to continue to edit that interwiki table (now global), allowing Meta to have a local interwiki table to be edited by local administrators and opt interwiki administrators in to being able to edit that local interwiki table upon request (usually on a noticeboard on Meta)
  2. Proposal 2 proposes to keep the global interwiki table on Meta and allow both global interwiki administrators (in addition to stewards, of course) and specifically allow Meta administrators (not specifically authorized by (a) previous RfC(s) on the matter) as an authorized group to edit global interwiki. It also clarifies, specifically and under very limited conditions when system administrators (who are not also Meta administrators) may make changes to the global interwiki table (previously, practice varied here, and changes by system administrators occurred, from time to time). This would be an alternate proposal to Proposal 1 in that only one or the either of the proposals may pass
  3. Proposal 2-A As an alternate proposal to Proposal 2 and a counter proposal to Proposal 1 in that only one of the proposals may pass, this proposal proposes to keep the global interwiki table on Meta and allow only global interwiki administrators and stewards to edit the interwiki table. Additionally, it, too, clarifies specifically and under very limited conditions, when system administrators may make changes to the global interwiki table. As such, in order to effect this proposal, the interwiki user right is specifically removed from the Meta administrators user group
  4. Proposal 3 require all proposed additions, changes, and deletions to global interwiki to have a community discussion lasting for not less than five (5) calendar days (consistent with existing conventions, customs, and practices), which can be early closed early after three (3) days if at least five (5) people express a view with a support ratio of at least 80%. This way, participants can decide whether it would be better to add locally any interwiki links with a rather limited cross-wiki applicability/relevance. Where early closure is not invoked, a standard consensus or rough consensus of generally between 50-70% minimum support ratio, with no minimum number of participants required, would apply
  5. Proposal 4 implements an inactivity clause for interwiki administrators, allowing removal due to inactivity if no log actions or edits on Meta after 12 months. This proposal would be binding on all new interwiki administrators appointed on or subsequent to the closure date of this RfC proposal, and binding on all existing interwiki administrators after 30 days from this RfC being closed and the existing interwiki administrators provided with a notice via their Meta user talk page of this new clause's coming into force
  6. Proposal 5 proposes to add two re-addition clauses under where limited and specific conditions. Where an interwiki administrator loses their global group due to being added to a higher level group (i.e., steward) and they subsequently lose their stewardship due to inactivity, this proposal adds a re-addition clause under which their interwiki administrator group may be re-added procedurally by a steward following a request by either (a) the former steward or (b) another Meta community member on a relevant noticeboard or page on Meta, subject to the above interwiki administrator inactivity clause of Proposal 4. Additionally Proposal 5 also adds a second re-addition clause to allow any existing interwiki administrator who has since become a steward to procedurally request another steward add back their interwiki administrator global group flag for global group sortation purposes in order to better serve Miraheze users (again, on an applicable Meta page or noticeboard, for transparency purposes)
  7. Proposal 6 proposes to make changes to the local interwiki administrator appointment eligibility by allowing users of a wiki to be eligible without being a bureaucrat provided that an existing user with the managewiki user right has approved or otherwise ratified their nomination or election before being forward to stewards for implementation. Such requests of stewards should, ideally, be made on stewards' noticeboard, or any future noticeboard as created by an administrator on Meta in the course of their redesigning or otherwise making changes to the noticeboards on Meta. As well, additional criteria will be added to require the local interwiki administrator to either qualify through the existing global criteria or, if not, have at least 125 edits on the local wiki, which must not simply be purely copy & paste-, file upload-, or importation-type edits. And, as always, any additional local policies the wiki has established for local interwiki administrator appointment would apply, provided they do not come into conflict with these existing global policies
