Stewards

Stewards have the highest level of software access within the Miraheze community. Users with the "Steward" flag have permission and authority to use any part of the MediaWiki interface on any wiki.

Authority

Stewards have the authority to enforce all Miraheze global policies. Stewards may work with the WikiTide Foundation to enforce Foundation policies, provided they do not claim the action was undertaken on behalf of the WikiTide Foundation.

In the event of an increase in requests for Steward assistance, Stewards may delegate some of these responsibilities to other users. As an example, routine administrator actions may be delegated to Global Administrators or similar, if a need arises.

Roles

Stewards work with wiki communities to resolve local issues like disputes, abusive or disruptive behavior. They may assign themselves or other users permissions on that wiki as needed to manage that community's affairs. They may also use administrator permissions (blocking, deleting, protecting) as part of this work.

They also manage global, Miraheze-wide affairs, like cross-wiki disruption, assignment of global groups, locking accounts, and renaming accounts.

Stewards are the only users to serve as CheckUser and Suppressor on a Miraheze-wide basis. Most wikis do not have locally elected CheckUsers or Suppressors.

Stewards serve as Bureaucrats on Meta, replacing the Meta Bureaucrat role.

Appointment

The current Stewards may, at any time, call for an election of new Stewards. However, a call for new Stewards is not required for a new Steward to be nominated and appointed. Users may nominate themselves or other users to serve as Stewards. Those nominated are expected to actively participate in the process, including answering questions and addressing concerns raised. Any user may   Support,   Oppose, or   Abstain a nomination if that user's account existed at least 14 days prior to the start of voting. Any user, logged in or otherwise, may participate in the comments section. Voting must be open for at least seven days, though it may end early if the nomination is malformed or there is a clear chance of failure.

A Steward nominee will not be elected unless they receive at least 15 total votes, with a support:oppose ratio of at least 80%. However, votes alone do not decide an outcome; the Steward deciding the outcome of this process will take the arguments made into consideration.

All Stewards are required to sign a non-disclosure agreement (NDA) with the WikiTide Foundation, as they are able to access private user information.

Stewards serve indefinitely, but users may call for a removal vote at any time under the procedure described in this policy.

Removal

Inactivity

Stewards who do not participate on the wikis or on Phorge in some form (responding to questions, dealing with issues, administrative tasks on Meta as a minimum) for 6 months will be deemed inactive and will have their Steward permissions revoked.

This is and should be seen as a pretty relaxed requirement. Like everyone else here, Stewards are volunteers. Stewards should feel comfortable performing any of their responsibilities when it is possible for them to do so. Six months' time should be enough time for any Steward logging in to acknowledge their responsibilities. This inactivity requirement is mainly to prevent having users with elevated access after they have moved on from Miraheze.

Revocation

Stewards can have their permission revoked through a request for removal. In the request, a valid reason for removal must be stated, including mistrust, abuse, and inactivity. At least 15 users must vote to support removal. If more users vote to remove than to not remove, then the Steward shall resign at the close of the vote or have their permissions removed by another Steward.

If Stewards as a group feel that a user is intentionally calling for votes of no confidence or requests for removal without valid reasons, Stewards may decide to ignore requests or votes started by said user. If there is actually an issue, another user may bring it up with the Stewards.

Any user may support, oppose, or abstain a removal if that user's account existed at least 14 days prior to the start of voting. Voting must be open for at least seven days, though it may end early if the nomination is malformed, there is a clear chance of failure, or the Stewards agree the nomination is an abuse of process.

A Steward who lost their permissions for any reason must successfully reapply for permissions again per the appointment section above.
