Requests for Comment/The comments sever(s) for users who are in Chinese Mainland

- As with this similar RfC, though participation in this RfC is incredibly light with only three users participating in each of its two proposals, the creation of additional official Miraheze chat platforms would be blocked/stalled on the count of insufficient volunteers able to "staff" those platforms. That being said, in keeping with the community- and volunteer-run upstart spirit of Miraheze, in contrast to the private equity-backed and employee-run Fandom (or colloquially "Fandumb" as, I think, K6ka likes to say), there's nothing stopping Chinese speaking users from forming unofficial Miraheze user chat platforms, on QQ, Dodo, or Kaiheila, provided that they have volunteers who are (a) proficient in English and can be of assistance and not a hindrance to Miraheze global community volunteers' work and who (b) have a good grasp of the ManageWiki and its global policies. The QQ registration issue has a huge impact on the Requests for Comment/Miraheze official QQ groups or channel on this page, and QQ is not conducive to communication between the miraheze community in mainland China and communities outside the mainland. Strong oppose This RfC is incredibly vague and would almost certainly require yet another RfC to clarify specifics such as moderation. Even if it were better defined, as per my oppose on the QQ RfC, I do not feel comfortable supporting any RfC on Chinese communications platforms at this moment. As I stated there, we do not have enough trusted volunteers who can speak Chinese and moderate this potential group efficiently. I would not feel comfortable with an absolute stranger who has no history at all with Miraheze being moderator of these communities. There is also the issue of potentially heated debates on politics. Politics can get very heated in the Chinese language due to fervent dissent regarding Chinese politics, as evidenced clearly by the brawls between users regarding Chinese politics on our Discord server which has resulted in various bans. I fear that potential political brawls and incivility could be an issue on these servers and cause contraventions of our global Code of Conduct.
