I meant to close this a while back, my apologies.
I discussed these items with the proposer a while ago and I think I understand what he's getting at, I'll reference these points below.
In general I'm closing this as a) heavily malformed, b) lacking traffic after a long time open (not even advertised on the RFC landing page) and c) lacking usable RfC material. I strongly suggest bringing ideas like these to informal community discussion (such as the Community noticeboard) or getting with someone who is familiar with RfC creation to help make something that can get attention and pass.
- Mail registration: already available. Contact cvtmiraheze.org describing the issue and an account may be created. In discussion I heard that 'contact' was a poor word in translation. Perhaps we can amend proxy blocks/general wording to say 'message' instead.
- WeChat: Same issues as last time; no volunteers and interest. An unofficial one can be made, but anything more will require serious work from the proposer to get traffic.
- "please register by email" line: Maybe SRE can consider a review of how recaptcha errors are handled? Otherwise not much we can do here, aside from this discussion.
- Mirror of Wikimedia Upload: I'd suggest looking more closely into Miraheze Commons since that is our Miraheze equivalent. Mirroring Wikimedia itself is not going to be feasible. If you mean something different, feel free to elaborate in a section here with more detail.

Chinese Wikipedia has adopted this method to enable users who cannot register because of the IP address ban to register accounts. - Advantages: it is the largest instant messaging software in China, with payment function (only the official website version) and its own translation function

At present, Chinese Mainland has blocked Wikimedia upload. Looking at this situation, Russia and Iran may do it soon . This leads to a large number of files to be re uploaded to miraheze, which is a time-consuming, laborious and expensive project.--城市酸儒文人挖坑 (talk) 08:44, 12 June 2022 (UTC)
