Requests for Comment/Blocking policy

Owing to many controversial blocks and locks of multiple users (see the global account log for more information) we need to set up a local blocking policy to make a rule and guideline for administrators and stewards to block users.
I would like to propose this option because users are locked and blocked for all kinds of reasons but some are just not clear.
I will propose User:Fungster/Blocking policy draft for the official blocking policy.

Oppose I don't feel that Meta is large enough at this time to warrant a separate blocking policy. The vast majority of the users who are blocked on Meta are either crosswiki spambots or vandalism-only accounts, both of which are blatantly obvious and are not likely to be challenged. Additionally, you mentioned controversial blocks and locks of many users - issues with locking should be addressed via an amendment to the steward's policy, and controversial blocks elsewhere really can't be handled by an RFC like this, since it would be inappropriate for the global Miraheze community to make a global policy as to when admins on individual projects can block users.
