The Content Policy seeks to help Miraheze maintain a safe, welcoming, and productive environment for everyone. We'd like to remind our wiki requesters, reviewers and administrators to be familiar with this policy and apply it when handling new requests or overseeing their wikis. Wiki administrators play a crucial role in ensuring that on-wiki content complies with these guidelines – repeated policy violations without local administrator action may result in wiki closure or Steward conservatorship.

This policy is not just for those in leadership roles. All our editors should make an effort to adhere to this policy and any additional local content policies that might be in place on the specific wikis they contribute to. Together, we can make Miraheze a fantastic place for knowledge-sharing and collaboration!

Primary restrictions


Scope

Wikis must not host anything that is illegal in the United States.

Pursuant to the Terms of Use, Miraheze will not approve any wikis in furtherance of violating U.S. law, or host any content that is illegal in the United States. Miraheze may remove such content without notice.

Wikis must be organized around a coherent theme with discernible standards.

Wikis will not be approved if they are organized on an "anything goes" basis. Wikis are required to maintain a scope and to allow minimal content outside of this scope. The scope must be defined during the wiki request, and once the wiki is created the scope must not radically and completely change without obtaining approval from Stewards.

Wikis are required to enforce the global policies and minimum standards for content quality. Wikis that do not have at least some standards are likely to be magnets for content and contributors that bring down the reputation of Miraheze. However, written policies are not necessarily required so long as the editors uphold the scope and some sense of minimum standards.

A wiki whose scope has been radically and completely changed may be closed by a Steward. Stewards will attempt to remediate the issue first but if the new scope of a wiki violates this policy, it may be closed. Users who radically change the scope of their wiki without approval may be restricted from requesting other wikis.

Wikis should not be used for most commercial activity.

Miraheze is a free service intended for noncommercial use. You cannot use Miraheze for commercial activity. This includes the following:

  • The use of third-party advertising networks
  • Operating a storefront
  • Hosting unsolicited marketing content ("spam")
  • Search engine optimization ("SEO") activity (like "spamdexing").

However, Miraheze can be used to provide an informational resource in support of a commercial activity, such as a wiki describing characters from a commercial work of fiction, or documentation for a software product.

Limited fundraiser sales through your wiki to support the wiki's goals are permitted.

Wikis must not sexualize minors

Content that depicts or portrays minors, real or fictional, in a sexual or fetishized manner, is strictly prohibited. Content includes written content, still or animated images, and other media. Such content is prohibited even if it is otherwise legal in the United States.

Wikis should not be structured around bullet-point, "good/bad" commentary.

These wikis are known as reception wikis. Reception wikis tend to have names like "Best Video Games Wiki" or "Terrible Movie Wiki," though this naming convention is not strictly required. These wikis tend to have little content actually describing the topics in question, and more basic, bullet-point commentary explaining why the thing in question is good or bad in the writer's opinion. The community has decided to not allow new wikis to be created with this theme, although existing wikis may stay so long as they abide by other global policies.

Wikis should not be primarily used to host pornography.

Consistent with Miraheze not being a file sharing service, Miraheze wikis should not become repositories of media intended for sexual gratification. However, this is not a ban on the discussion of sex or sexuality within a broader academic, literary, cultural, or biological context, nor is it a ban on a wiki hosting a non-excessive number of files depicting sex or the human body in fulfillment of an educational objective.

Conduct

No spreading insults, hate, or rumors; or promoting violence or harassment against a person or group of people.

When discussing people, organizations, communities, and groups, wikis must make sure that their content is a meaningful source of commentary on the subjects they cover and substantiated by independent referencing where appropriate. A wiki is considered to provide meaningful commentary if it provides neutral factual coverage of its subjects, reasoned opinionated commentary or advocacy, or a clearly identifiable comedic or satirical purpose.

Exceptions for comedy and satire do not cover language which promotes violence or hatred against people or groups of people based on factors such as physical appearance, ethnicity, race, religion (or lack thereof), culture, caste, social class, sexual orientation, gender, sex, disability, age, nationality, mental or physical disability, or other marginalized groups. Derogatory language based on these factors is not allowed except when necessary for documentary purposes, e.g., controversy about the inclusion of derogatory terms in a book.

No purposefully deceptive, fraudulent, or misleading activities.

Examples of purposefully deceptive, fraudulent, or misleading activities include:

  • Disseminating disinformation
  • Purposefully misrepresenting information with the intention of deceiving or defrauding individuals
  • Concealing one's true identity in order to mislead others about their intentions
  • Impersonation of any individual or organization
  • Misleading health claims that could pose a significant risk to individual or public health
  • Manipulating or interfering with a public election, including by sharing content intended to suppress voter turnout or mislead people about when, where, or how to vote

Please note that while this list highlights some deceptive practices, it's not exhaustive and serves as an example of the types of behaviors that are not tolerated.

Wikis which make it clear that their intention is not to deceive (which may include fantasy world, role-playing, etc.) would not fall into a violation of this policy.

No file sharing.

We're a non-profit on a budget and not a file sharing service. Files uploaded to the wiki must contribute meaningfully to the wiki's content. Note that 'Commons'-type wikis that exist to support multiple wikis are permitted, so long as those files support those wikis.

No creating problems for other wikis or for Miraheze.

Communities and wikis that tend to draw unwelcome attention to Miraheze can create conditions that unfairly penalize other wikis. Conduct we are concerned about includes 'doxing', excessively violent content, hate speech, harassment of users, repeated personal attacks, references to self-harm, and discussion of illegal activity. Issues caused by these wikis include downtime, domain blacklisting, SEO troubles, reputational issues, and more. They also penalize Miraheze by hurting trust in the farm and requiring excessive intervention from Miraheze. Local administrators should ensure that their communities do not fall into these behaviors and should not ignore, enable, or purposefully do little to stop it.

Forks

Direct forks of Miraheze wikis are not allowed.

We understand disagreements between editors may prompt the idea, but forks hurt communities by splitting them and penalizing them in SEO. If there is a disagreement between editors, please try to mediate it first. If that fails, contact Stewards who will assess the situation and decide if an exception to this rule should be granted to start a fork.

Wikis with the same or a substantially similar topic to another existing Miraheze wiki are not allowed.

Wikis that share the same or very similar topics with another Miraheze wiki are prohibited. If a wiki is discovered to have a duplicate topic, it may be subject to closure. If you have a legitimate reason to create a wiki on a similar or identical topic, please reach out to Stewards who will assess your case and may grant an exemption if deemed necessary. It's important to note that this rule does not apply to wikis that specifically focus on subtopics within a larger subject. Nor does it apply to wikis that are in different languages from one another.

In the event that a wiki violates this provision and is slated for closure, Stewards will give ample notice before closing down the project and will provide an XML dump of the wiki's content. Stewards will evaluate each case individually and may consider exemptions when both projects have substantial content, making closure impractical and unwise, and for other reasons at the discretion of Stewards.

Forks of Wikimedia Foundation-hosted projects are not allowed.

We have finite resources – certainly not enough to replicate Wikimedia. Forks that seek to recreate or emulate an entire Wikimedia project by copying all of their content from there, and forks where a substantial amount of content is copied from a Wikimedia project, are prohibited. If you believe you have a valid reason to fork a Wikimedia project, such as to save a closing project, please contact a Steward who may be able to grant an exemption to this policy.

Not-safe-for-work wikis

A wiki is not safe for work (NSFW) if it includes graphic discussion of sex (either text or media content) or is otherwise inappropriate for those under the age of 18.

Wikis with NSFW content must abide by these rules:

  1. Do not have a subdomain or site name that advertises the existence of NSFW content.
  2. Do not post NSFW content on the wiki's main page.
  3. Include a dismissible site notice alerting users that the content is not appropriate for users under 18.
  4. Media that is explicit in nature should be collapsed by default.

Administrator obligations


Public wikis are encouraged to familiarize themselves with our policies and to develop their own content policies.

Please familiarize yourself with the following policies, as we expect local administrators to help with their enforcement:

Wikis are required to stay mostly on topic and to enforce minimum standards for quality. For this reason, you may want to consider adopting your own content policies. This will help keep community members aligned on what is expected of them.

Violations of this policy


Wikis can violate this policy in isolated instances, or as a greater systemic problem.

  • Individual violations: A single page or a few pages may violate this policy. In that case, the issue can easily be resolved by removing the violating content, and if necessary, warning the user(s) who added the content. Further actions may be taken if they continue adding violating content. The wiki as a whole cannot be said to be violating this policy.
  • General (or systemic) violations: If the entire scope of a wiki or a large amount of pages violate this policy, the entire wiki is considered to be in violation of the policy. In this case, local administrators must attempt to resolve the systemic issues and remove the violating content. If this is not done within a reasonable amount of time, Stewards may close the wiki.
