Proposal summary: Add the mw:Extension:DataDump rights to the list of selectable grants for OAuth consumers and bot passwords.

Full proposal: Grants are a pack of permissions one can give to an application when creating a bot password or OAuth consumer. They're the proper way of logging-in for single-purpose clients (like one I'm developing for automating dumps using the DataDump API) and bots. Making these rights available when selecting grants would be safer than logging in with the real account details for my app.
